LEGAL NOTICE INVITATION TO BID CLARK COUNTY, OHIO Sealed bids will be received by the Board of Clark County Commissioners, Office of the Clerk, 50 East Columbia Street, 5th Floor, P.O. Box 2639 Springfield, Ohio 45501, until Thursday, January 31, 2019, at 10:00 a.m., for the CLA CR VAR GR FY2019 PROJECT, pursuant to the bid specifications. PLEASE NOTE: BIDS DELIVERED/RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 10:00 A.M. ON THE COMMISSION CLOCK) WILL NOT BE ACCEPTED. Plans, specifications, estimated quantities, and bid documents can be obtained at the Office of the Clark County Engineer, 4075 Laybourne Road, Springfield, Ohio 45505, telephone (937) 521-1800. Specifications will also be on file in the plan rooms of McGraw-Hill Construction-Dodge as well as the Builder's Exchange of Dayton. Each bid shall contain the full name and address of each person or company submitting the bid. All bids must be submitted to the Clerk's Office, Board of Clark County Commissioners, 5th Floor, 50 East Columbia Street, P.O. Box 2639, Springfield, Ohio no later than January 31, 2019, at 10:00 a.m. Bids will immediately be opened on January 31, 2019, by the Clerk in public session at approximately 10:00 a.m.. in the Public Chambers, 5TH Floor, 50 East Columbia Street, Springfield, Ohio. Bids shall be clearly marked on the outside of the envelope in the lower left hand corner as "CLA CR VAR GR FY2019 PROJECT". The name and address of the bidder must also appear on the outside of the envelope. Bidders must be pre-qualified by the Ohio Department of Transportation and possess a current Certificate of Qualification for the following work classifications (Work Types 6, 36 & 39) being bid, even if these items will be sublet. Prime or sub-contractors shall be pre-qualified for all other applicable work classification types being performed and/or sublet including (Work Types 6, 36 & 39), but not limited to the work types listed herein. Work types are as listed in ODOT's Work Type Definitions. Conditional bids will not be accepted. The bidder (prime contractor) shall perform work amounting to not less than fifty (50%) percent of the Contract Price with its own organization. Each proposal shall contain the full name and address of the party or parties submitting the proposal and all persons interested therein. The Board of Clark County Commissioners intends and requires that this project be completed in 60 total calendar days, but no later than June 30, 2019. The Federally Required EEO Certification is required by the Equal Employment Opportunity Regulations of the Secretary of Labor (41 CFR 60-1.7 (b) (1)), and must be submitted by bidders and proposed subcontractors only in connection with contracts and subcontractors which are subject to the equal opportunity clause. Each bid must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be in the full amount of the bid. The bond must be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Bid security furnished in the form of a certified check or cashier's check, shall be equal to 10% of the bid. Checks should be made payable to the Board of Clark County Commissioners. Failure to submit a proper Bid Guaranty will automatically invalidate the bid! Bidders must submit the following: ODOT LPA Template Certification, DBE Utilization Plan, Affidavit of Compliance with ORC 3517.13, Insurance and Indemnification Requirements and Contractor's Safety Requirements. The successful bidder must also submit a performance bond and meet the County's insurance requirements (requirements are included in the bid package). Bidders must comply with Federal Prevailing Wage rates on federally funded projects. Further details regarding these requirements are provided in the bid specifications. The County reserves the right to reject any and all bids and to waive any defect in a bid, which does not materially alter the bid document.
