Notice to Bidders Sealed Bids Will Be Received

Notice to Bidders Sealed bids will be received by the Public Service Director of the City of Vandalia, Ohio, 333 James E. Bohanan Memorial Drive, until 11:00 a.m. on September 26, 2023 for the furnishing of all materials, labor, administration, and equipment, pursuant to the drawing, plans and specifications on file at the Public Service Director's office for the Sanitary Sewer Slip Lining Phase 1 project in the City of Vandalia, Ohio. A non-refundable fee of $40.00 will be charged for plans and specifications. All checks should be payable to the City of Vandalia. The bidding documents which include drawings, plans and specifications may be examined and obtained at the Public Service Director's office at 333 James E. Bohanan Memorial Drive, Vandalia, OH 45377. Documents must be acquired from the City of Vandalia and Bidder must be on the current bidders list to qualify as a legitimate bid. Bids shall be accompanied by a Bid Bond in the amount of 10% of the total amount bid. The contractor will be paid for completion of the work in accordance with the contract documents and the federal requirements of the Community Development Block grant Program (CDBG) as provided by the HUD Supplemental Conditions. Federal Davis-Bacon Act Wages apply to this project. The City reserves the right to reject any and all bids or waive any informality in any Bid. The bid will be awarded to the lowest and best bidder. The City of Vandalia has a desire to award contracts involving City concerns and funded by City money, to individuals and businesses that are located within the City of Vandalia. Where a preliminary analysis of the bids identifies a bid from a Vandalia individual or business, city council may give a preference to the Vandalia bid and award the contract to the Vandalia bidder when: (i) such bid is within 5% of the lowest bid price (for a low bid of $50,000 or less) or within 2% of the lowest bid price (for a low bid price over $50,000), and (ii) but for the bid price, the Vandalia bid would otherwise be considered the lowest and best bid by the City in its normal evaluation procedures in deciding whether or not to award the contract.
