CITY OF FAIRFIELD LEGISLATION SUMMARY NO. 20-2020 Following is a summary of legislation adopted by the Fairfield City Council on November 9, 2020. A complete text may be viewed at the following Fairfield locations: Fairfield Municipal Building (Room 138), Fairfield Lane Public Library, Fairfield YMCA, Fairfield Community Arts Center, and the Wildwood Manor House. Ord. 91-20: Approve and adopt the Fairfield Connects-Citywide Active Transportation Plan as part of the City of Fairfield, Ohio Comprehensive Plan. Ord. 92-20: Declaring the improvement of certain parcels of real property to be a public purpose; declaring such property to be exempt from real property taxation; designating specific public infrastructure improvements made, to be made, or in the process of being made that directly benefit, or that once made will directly benefit, the parcels for which improvement is declared to be a public purpose; requiring annual service payments in lieu of taxes; establishing a municipal public improvement tax increment equivalent fund; providing related authorizations pursuant to Ohio Revised Code Sections 5709.40(B), 5709.42, 5709.43 and 5709.85; and declaring an emergency. Ord. 94-20: Tax Increment Financing Agreements with (I) AOZI -Fairfield Land, LLC, (II) AOZI - Fairfield Office, LLC, (III) AOZI - Fairfield Building I, LLC, and (IV) AOZI - Fairfield Building II, LLC and declaring an emergency. Ord. 95-20: Agreement with Butler County, Ohio for CARES Act Funding for the creation of a COVID-19 Small Business Relief Grant Program and authorizing compensation to the Fairfield Chamber of Commerce for administrative services and declaring an emergency. Ord. 96-20: Contract with MKSK and LJB for the Fairfield-Pleasant Avenue Access Management Study and declaring an emergency. Ord. 97-20: Contract with Patterson Pope, Inc. for upgrades to the Police Department Property Room. Ord. 98-20: Declare a 2001 Chevrolet 3500 Bucket Truck (#668) as surplus and authorize the City Manager to execute an agreement to sell the Bucket Truck to Ross School District. Ord. 99-20: Classified wage ordinance Ord. 100-20: Supplemental Appropriations Ord. 101-20: Contractual Appropriations: $25,000 for Pleasant Avenue Corridor Study; $57,839 for upgrades to the Police Department Property Room. Ord. 102-20: Non-Contractual Appropriations: $36,715 for Network Infrastructure Switching; $12,000 for Audio/Video Upgrade at Community Arts Center Theater; $9,693 for Park Maintenance equipment; $25,000 for replacement fire hoses and appliances; $24,000 for UV Disinfection System Upgrade - Integration Services. Res. 14-20: Apply for, accept and enter into a Water Pollution Control Loan Fund (WPCLF) agreement with the Ohio EPA and Ohio Water Development Authority for the financing of the construction of a new multi-purpose treatment facility at the City's Wastewater Treatment Plant. 11-13/2020
