LEGAL City of Franklin, Ohio Notice of Passage of Ordinances, Resolutions and Proclamation On March 17, 2020, the Council of the City of Franklin, Ohio, adopted the following Ordinances: Ordinance 2020-02 repealing and replacing the Codified Ordinances of Franklin Ohio, Chapter 121, to provide for the disposition of indigent residents The Ordinance provides updated regulation and fee schedule for the burial of indigent residents. Ordinance 2020-03 considering the recommendation of planning commission with respect to an application to rezone approximately 9.2 acres located south of E. Sixth Street between Riley Blvd and Anderson Street (the Old Franklin Boxboard and Mindlin Recycling) from I-2, general industrial district, to C-2, community commercial district The Ordinance accepts the recommendation of the Planning Commission, without modification, to rezone approximately 9.2 acres located south of E. Sixth Street between Riley Blvd and Anderson Street (the Old Franklin Boxboard and Mindlin Recycling) from I-2, general industrial district, to C-2, community commercial district, as requested by the property owner. Ordinance 2020-04 (emergency) providing appropriations for current expenses and other expenditures for the City of Franklin, Ohio for the fiscal year ending December 31, 2020 The Ordinance provides for the appropriation of current expenses and other expenditures for the City's annual budget through the fiscal year ending December 31, 2020. Resolution 2020-13 awarding the Bid and Authorizing Execution of the Contract with John R. Jurgensen Company for the 2020 Franklin Woods Paving Project This Resolution accepts the bid submitted by John R. Jurgensen Company for the 2020 Franklin Woods Paving Project as it was deemed to be the lowest and best bid submitted for the project. It authorizes the City Manager to execute the contract for services and any necessary documents to complete the project. Resolution 2020-14 authorizing the Law Director to Accept the One Ohio Memorandum of Understanding Regarding the Pursuit and Use of Potential Opioid Litigation Settlement Funds This Resolution authorizes the Law Director to accept the One Ohio Memorandum of Understanding in support of settlement of a class action lawsuit being prosecuted by the State of Ohio and other states. The City of Franklin, while not a party to the litigation, shows its support to the Ohio Attorney General in its pursuits of settlement and how settlement funds, if any are received, will be dispersed throughout the state. Emergency Proclamation issued March 17, 2020 by Mayor Brent Centers and City Manager Sonny Lewis The City of Franklin through its Mayor and City Manager declares a state of emergency exists in the City of Franklin and invokes and declares all laws that apply to emergencies to be in full force and effect to protect the lives and property of the people of Franklin and the continuation of local government with a minimum of interruption. All citizens are called upon and directed to comply with necessary emergency measures, to cooperate with pubic officials and in executing emergency operational plans, and to obey and comply with the lawful direction of properly identified officers. The emergency proclamation will remain in effect until the emergency no longer exists, which will be determined by the City Manager in consultation with the Mayor. The complete text of each such ordinance or resolution may be obtained or viewed at the office of the clerk of the legislative authority of the municipal corporation and may be viewed at any other location designated by the legislative authority of the municipal corporation.
