Notice and Explanation of A Proposed Action

NOTICE AND EXPLANATION OF A PROPOSED ACTION IN A 100-YEAR FLOODPLAIN Publication #2 Warren County has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. This activity is funded by the Community Development Block Grant und HUD. The projects being considered are: Project #1: FY23 South Lebanon Hobart Street Sidewalk Project Activities: Public Facilities Location: Hobart Street, South Lebanon, Warren County, Ohio Description: Installing sidewalk along south side of street Project #2: FY23 Franklin Mackinaw Improvement CDBG Project Activities: Public Facilities Location: Cedar and Lynn Streets, Forest, Park and South Avenues, Franklin, Warren County Ohio Description: Milling asphalt, repairing subbase, curb, gutter and catch basins, paving. Warren County has considered alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values. The County has concluded that because the activities to be undertaking include sidewalk for pedestrian traffic in South Lebanon and repair of an existing road and storm sewer in Franklin, there are not practical alternatives to conducting these activities in a floodplain. Implementation of the projects will be designed so that no mitigation techniques are necessary to avoid adverse impacts on the floodplain or to restore and preserve the natural or beneficial values of the floodplain. The proposed activities will conform to applicable State or local floodplain protection procedures and the criteria of the National Flood Insurance Program. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains / wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains / wetlands, it must inform those who may be put at greater or continued risk. Comments on the proposed projects may be submitted to Warren County within seven days of the concurrent publication and dissemination of this notice. Comments can be received through May 22, 2023. All comments should be sent to Warren County Grants Administration, 406 Justice Drive, Lebanon, Ohio 45036. Comments may be submitted via email to masosu@co.warren.oh.us.
