Notice of Election on Proposition Ohio Const. Art. XVIII §9; R.C. 7.16 Notice is hereby given that in pursuance of an Emergency Ordinance of the City Council of the City of Hamilton, Ohio passed on the 12th day of August, 2020, there will be submitted to a vote of the people of City of Hamilton at the General Election to be held at the regular places of voting on Tuesday, the 3rd day of November, 2020, the question of Shall Article III, Section 3.01(A)(4) and Article V, Section 5.09 of the Charter of the City of Hamilton be amended to give the City Manager the authority to set the number of employees in City departments and offices and remove such authority from the legislative process and powers of approval of City Council? Full text of the proposed amendment is as follows ARTICLE III THE COUNCIL 3.01 Powers of Council (A) All legislative power of the City shall be vested in the Council, except as otherwise provided by this Charter and the Constitution of the State of Ohio. Without limitation of the foregoing, the Council shall have and possess the following powers: (4) The power, by ordinance or resolution, to establish or authorize the number of officers in the various boards and commissions of the City and to establish or authorize the establishment of the rate of their compensation, hours of work, and to provide such other fringe benefits and conditions of employment as deemed proper by the Council or as determined by the law governing public sector collective bargaining. ARTICLE V ADMINISTRATIVE SERVICE 5.09 Number of Assistants and Subordinates; How Fixed The number of assistants and other subordinates to be employed in or by each department or office shall be determined by the City Manager. The polls for the election will open at 6:30 a.m. and remain open until 7:30 p.m. on Election Day. By order of the City of Hamilton, Ohio Patrick G.
