ADVERTISEMENT FOR BIDS 1. SEALED BIDS FOR: City of Lebanon, Ohio - New 69kV Glosser Rd Substation and 69kV Monroe Substation Upgrade will be received by the City of Lebanon, Ohio, at the Office of the City Manager of the City of Lebanon, City Building, 50 South Broadway, Lebanon, Ohio 45036 until: 2:00 PM, LOCAL TIME March 26, 2024 And at that time and place will be publicly opened and read aloud. 2. The City of Lebanon is seeking bids from qualified contractors to construct a new 69kV to 12.47kV Glosser Substation, perform 69kV improvements in the City's Monroe Substation and remote end relay replacement at the City's Power Plant Substation. The proposed Work consists of furnishing all labor, supervision, tools, equipment, and various materials. The improvements include the contractor installation of new City provided major equipment consisting of 69kV structures, bussing and switches; two (2) power transformers; seven (7) 69kV circuit breakers; and the connection and field wiring of a premanufactured control house complete with 12.47kV switchgear and 69kV relay panels. One set of primary and backup line relaying will be replaced at both Monroe and Power Plant Substations. The contractor is to provide all site work, grounding, foundations, conduits, cables and miscellaneous items as per the contract drawings. 3. The contract documents and Specifications are on file at the office of the Engineer, GPD Group, 520 South Main Street, Suite 2531, Akron, Ohio 44311-1010. To obtain an official set of the documents and become a Registered Bidder you MUST contact Ashley Howerter at the engineer's office by emailing ahowerter@gpdgroup.com. Contract documents and Specifications are available in PDF format and can be sent via e-mail. A hardcopy set may be obtained by sending a non-refundable check for $40.00 to the Engineers Office, attention Ashley Howerter. Additional copies of bid documents may be purchased for $40.00 per set. All bids shall be signed and submitted in duplicate on the blanks, which are provided separately with the Specifications. Bids shall state the price by item and shall be enclosed in a sealed envelope marked: City of Lebanon, Ohio City Manager New 69kV Glosser Rd Substation and 69kV Monroe Substation Upgrade and addressed to the attention: City Manager City Building 50 South Broadway Lebanon, Ohio 45036 5. Each bid shall contain the name of every person, firm or corporation interested in the same, and must be accompanied by either a bid guaranty bond to the satisfaction of the City, or a certified check drawn on a solvent bank, in the sum of 10% of the bid, made payable to the City of Lebanon, Ohio, as a guaranty that if the bid is accepted, a contract will be entered into and its performance properly secured. 6. The successful bidder will be required to post a performance-payment bond in the amount of one hundred percent (100%) of the total amount of the contract awarded. 7. A mandatory pre-bid meeting is scheduled for March 5, 2024 at 10:00 am at the City of Lebanon Electric Building, 125 S. Sycamore St, Lebanon, Ohio 45036. 8. No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. 9.
