Legal Advertisement for Bids the Joint Fire District

LEGAL ADVERTISEMENT FOR BIDS The Joint Fire District - Pleasant Hill Newton Township (hereinafter referred to as "JFD and/or agency") is requesting sealed bid proposals for department consultation services. Bids will be received by mail until 5:00 P.M. EST on April 19th, 2024 at the Joint Fire District - Pleasant Hill Newton Township, P.O. Box 139 8 West High Street, Pleasant Hill OH, 45359 All bid packages will be opened and reviewed for accuracy and compliance one hour after that time. Once completed, the Fire Chief or his designee(s) will make a formal recommendation to the JFD and/or agency, Board of Trustees followed by notification to the successful bidder. *All proposals shall be sent via U.S. Postal Service, Federal Express, DHL or UPS. The JFD is a Political Subdivision funded by taxpayers from the Village or Pleasant Hill and Newton Township. The JFD is comprised of a volunteer fire department with 25+ volunteers and paid 24/7 EMS coverage. The proposal for consulting services should include provisions for the following: 1. Assistance with establishing vision, mission, and values of organization 2. Review high level financials and provide feedback, assistance, and findings 3. On-Site meetings/interviews with key leadership, elected officials and staff 4. Review current facilities and provide assessment based on current codes/requirements 5. Review current equipment and apparatus, assist with developing replacement plan 6. Provide overview & feedback as to current climate, organization and culture 7. Provide recommendations on any training updated or certifications required 8. Provide finding on future trends, organizations structure and succession planning 9. Benchmarking Pleasant Hill JFD Organization with others in similar size/area 10. Provide rough and final draft of findings as part of comprehensive deliverable The bidder shall provide their background experience and qualifications to help the JFD evaluate the best consulting partner. Experience with Fire/EMS services is not required but preferred. Upon selection of a consulting partner, the successful consultant will be required to manage this process and have the final report presented to the JFD Board no later than July 1, 2024. JFD and/or agency reserves the right to accept or reject any or all proposals; to waive any informalities or irregularities in the bids received and to award the contract to the lowest and/or best bidder whose proposal is deemed most favorable to the JFD and/or agency.
