Notice to Contractors Sealed Bids Will Be Received

NOTICE TO CONTRACTORS Sealed bids will be received in the Montgomery County Purchasing Department, 9th floor County Administration Building, 451 West Third Street, Dayton, Ohio 45422, until 1:30 p.m., Wednesday, February 28, 2024, for Project No. 130010-03, Clear Creek Lift Station Electrical Rehabilitation Project, for the Montgomery County Environmental Services Department. Said bids will be opened as soon thereafter as the opening can begin in Room 9-35, 9th floor of the County Administration Building. The Project consists of one prime contract for construction of various electrical upgrades at the Clear Creek Lift Station including a new layout of all equipment in the electrical building, as well as various items of demolition and repair. The project includes replacing the 480 V Switchboard/ Automatic Transfer Switch (ATS) Lineup, the 480 V Motor Control Center (MCC) with motor starters, 480 V 240/120 V, 25 kVA transformer, and 240/120 V lighting panel. After the original bids exceeded the Engineer's Estimate more than 20%, management reviewed the scope of work and REMOVED many items such as: dedicated pad and underground duct bank for the portable generator, blocking up of the generator intake and exhaust louvers, replacing the heater with a wall pack heater/AC Unit, painting the inside of the building, replacing all of the interior lights, installing new pole lights outdoors, replacing all receptacles and switches, installing intrusion switches on all hatches, replacing all the emergency exit lights. Some work was moved from the Alternate's portion of the bid to the Base portion of the bid, such as: Replacing all the valves in the Valve Vault, removing all corrosion, and repainting. Some work was moved from the Base portion of the bid to the Alternate's portion of the bid, such as: Generator demolition. The time and cost to update the drawings and specifications to reflect these changes would be overwhelming. For the sake of expeditiousness all the changes to the scope of work will be documented in Addendum #1 which will be issued at the Virtual Team's Pre-bid Meeting. The first MANDATORY Prebid Meeting will be held at 9:00 A.M. on Wednesday, February 14, 2024, virtually via Teams. A second MANDATORY Prebid Meeting will be held at 2:00 P.M. on Wednesday, February 14, 2024, at The Clear Creek Lift Station located at 10999 West Tech Road Miamisburg, Ohio 45342. ENGINEER'S ESTIMATE $1,760,000. All Bids shall include the Bid Submittal Documents as defined in the Instructions to Bidders in Specification Section 00100. Bids shall be enclosed in a sealed envelope identified as Project No. 130010-03, Clear Creek Lift Station Electrical Rehabilitation Project and must have full name and address of the bidder on the envelope. The County Commissioners reserve the rights defined in the Instructions to Bidders, including, but not limited to the right to reject any or all Bids and to waive any irregularities of Bids, should same be to the advantage of the County.
