NOTICE AND EXPLANATION OF A PROPOSEDACTION IN A 100-YEAR FLOODPLAIN Publication #2 Warren County has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. This activity is funded by the Community Development Block Grant und HUD. The projects being considered are: Project #1: FY24 South Lebanon King Avenue Street Improvement CDBG Project Activities: Public Facilities Location: King Avenue, South Lebanon, Warren County, Ohio Description: Milling existing payment and repaving 850 LF Project #2: FY24 Morrow Bridge Lighting CDBG Project Activities: Public Facilities Location: 103 Main Street, Morrow, Warren County, Ohio Description: Instill LED lighting over bike and walking path at bridge Warren County has considered alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values. The County has concluded that because the activities to be undertaking include street paving in South Lebanon and installation of light on an existing bridge in Morrow, there are not practical alternatives to conducting these activities in a floodplain. Implementation of the projects will be designed so that no mitigation techniques are necessary to avoid adverse impacts on the floodplain or to restore and preserve the natural or beneficial values of the floodplain. The proposed activities will conform to applicable State or local floodplain protection procedures and the criteria of the National Flood Insurance Program. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk. Comments on the proposed projects may be submitted to Warren County within seven days of the concurrent publication and dissemination of this notice. Comments can be received through May 19, 2023.
