NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS January 22, 2024 Clark County Board of Commissioners 3130 East Main Street Springfield, Ohio, 45503 Telephone: 937 521 2160 On or about February 5, 2024 the Clark County Board of Commissioners will authorize the Springfield Metropolitan Housing Authority (SMHA) to submit a request to HUD for the release of Capital Funds Program Grant OH12P021501-23 funds under The United States Housing Act of 1937 (the Act) 24 CFR part 905, as amended, to undertake the project known as 851 Woodglen Lane, New Carlisle, OH 45344 for the purpose of renovation and repair of single family home owned by SMHA in the greater New Carlisle/Springfield area. The project estimated cost is $198,450.00. The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was published on January 22, 2024. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Clark County Community and Economic Development Department Attn: Dirk Lackovich-Van Gorp, 3130 East Main Street, Suite 1A, Springfield, Ohio and may be examined or copied weekdays 7:30 A.M to 4:30 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Clark County Community and Economic Development Department 3130 East Main Street, Suite lA, Springfield, Ohio. All comments received by February 5, 2024 will be considered by the Clark County Board of Commissioners prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The Clark County Board of Commissioners certifies to HUD that Jennifer Hutchinson in her capacity as County Administrator consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Springfield Metropolitan Housing Authority to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the Clark County Board of Commissioners certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Clark County Board of Commissioners; (b) the Clark County Board of Commissioners has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD office at 1350 Euclid Avenue Room 500, Cleveland, Ohio 44115.
